Overview

The St. Paul University System (SPUS) is a subsystem of the Sisters of St. Paul Education Ministry (SPCEM). The initial members of the SPUS shall be the Higher Education Institutions (HEIs) which have been granted autonomy and deregulated status by the Commission on Higher Education (CHED), and other HEIs with Level II accredited status in at least three programs by the Federation of Accrediting Agencies of the Philippines (FAAP).

The SPC HEIs referred to are St. Paul University, St. Paul College of Manila, St. Paul College of Dumaguete, St. Paul College of Quezon City, St. Paul College of Iloilo, and San Nicolas College.

The other subsystems of the SPC Education Ministry shall consist of other HEIs and Basic Education Institutions (BEIs).

St. Paul University in Tuguegarao, Cagayan because of its university status becomes the lead institution of the SPUS. The initial responsibility of the SPUS is to strengthen core competencies of the member institutions and all those institutions under the SPCEA. through resource-sharing and collaboration.

The SPUS member-universities, on account of their autonomy and deregulated status, shall offer new programs in identified institutions of development (Ids) through shared degree relationship and strengthen existing programs through consortium arrangement;

To facilitate decision-making policies on matters pertaining to the SPUS that can be decided upon by the President of each institution must be defined.

Operationally, the Organizational Structure is represented as follows:
